If I remember correctly, this is what happened when the community first talked about punishments: 1. The team leaders had a vote and decided there should be punishments in place in case people followed the rules. 2. We didn't actually vote on any punishment system, we just said it would get decided ...

The penalty section is good, it just needs a simplified overview. I'll try and write one up. Basically, PM's go to both Team Leaders and Server Owners asking, based on whatever evidence is available, if some person(s) is deserving of punishment. To be honest I like the bowl system as is. I like that the tournament is once every year, having it more often would make it less important to me. While there may be some problems with the length of the season, that could just be fixed by shortening the season instead of making two bowls in one year.

Argentina played poorly against Iran. If it wasn't for the missed penalty call and Messi's amazing goal at the end Iran could've won.

A lot of good teams are playing badly. There are gonna be a lot more upsets unless they step it up.
