how can i make my access level working?

i have made a access level in my server "clan member" by giving access_level <command> <number> but no one can use it
when they type /admin it says insufficent access level i entered most of the commands but it never works or should i do some thing else to make it work can any one plz help me.................

To access /admin you need ACCESS_LEVEL_ADMIN or better.

i use win as operating system and armagetron version 2.8..........

can you be more precise about the version please? 0.2.8.2 does not have any of this stuff. 0.2.8.3.x does.
