I am running server 0.2.8.3.1 in win xp, is it possible for me to stream music to my players through the game? New at this and have no idea what Im doing.

There is an experimental version of Arma with a built-in music player. Check it out here. Unfortunately, the sound is generally broke in that version (no cycle engine).
When I'm on a good connection I can stream Internet radio and still play with tolerable lag. The bad thing about playing music with other applications is that the sounds in Arma are considerable quieter than the music you will be playing, unless you have some really awesome soundcard mixer.
And, the options above are only for local play. You can't stream music to other clients. The closest thing to that is setting up a VoIP server and having your friends join it as you stream music though it (again, external software).
