You can achieve an overhead camera view by selecting the custom cam and using these values:
That's for an individual (e.g., your spectator). To make it easily available to all players, make it a server custom cam:
The only potential catch, depending on what you desire or are willing to accept, is that it won't sit static over the middle of the arena; instead, it will follow over whichever player the spectator is watching. But so, you could have someone sit in front of the spectator computer and cycle through watching different players.
I'm not aware of a way to lock in an overhead camera view to the center of the arena, unfortunately.

I tried it, its a possible solution, (it does a little jerk at each turn, even if turn is set to 0 - i will try negative numbers)
but i have a comparative:
if i switch to "free camera" and pull the mouse back (it zooms out) I then use the num keys to position it..
I can get really close to what I am looking for. (it doesn't follow anyone)
can I so something similar in an autoexec file to pre-position the free cam?

It does? I've never noticed that. Join the server called "Shrunkland" sometime; its server custom cam is overhead. Let me know if you experience that "little jerk," so we can see if it's just differences in perception or something else. I'll check it out later myself with that in mind. I don't think negative numbers will do anything, by the way. And like I said, I'm not aware of a way to lock in an overhead camera view to the center of the arena, unfortunately—using free cam or anything else. Someone else may, but my hunch is might be hacky.

has to be some settings of mine. this is really odd. (default install though)
.2.8 was used for the recording.
.3.x wouldn't show that camera view (although it did something different, it showed the incam wth the map and mirrors)

I'm only able to watch the flash (Mac here), which ran rather slowly on my computer, but yeah, wow, that is weird. I'm not sure what would cause that, so will defer to the more technically astute here. Was that using the server custom cam or your own custom cam with overhead settings? The server custom shouldn't have that high of a _RISE. Also, given the order of camera cycling, looks like you went straight from Smart Cam to your Custom Cam, not the Server Custom Cam.
(By the way, I've never used 0.3.x., so can't speak to anything related to it.)

Update : I got most of the machines running, and a chance to mess around with server performance, and client performance. (9 clients, 1 server running 2.8.3.1) - (3.x does not have hud disable options yet, so i cant use that)
- The first issue i see I need to tackle, is a tendency for the bike to "jerk" back and forth when it comes to speed. I am looking through the server settings, and tried changing "cycle_smooth_time_xxx" i dont think that changed it much or at all.
- Both clients and server have in and out network set to 20 & 20. this particular network is only 10 mps . I am getting a 10-100 16 port switch later today (but i ran in to this same problem using a smaller 10-100 earlier - so i am not sure thats the problem.) The jerking only happens on your OWN bike on your client.
Ping client chairty is 20, server modifies it to 20~26 real time.
