The "death" time is added to the "min" time. If you have minimum time of 30, the winzone will appear after that, IF no one has died within "death" seconds of that time. So, if "death" time is 10, and someone dies at 29 seconds, 33 seconds, and 40 seconds, the winzone will appear at 50 seconds after the round starts. Play around with it until you get a feel for the settings.
A few things. But basically, a dedicated server runs the game smoother since isn't doing any graphics processing, and ideally, isn't sharing the system with 100 other processes (like some desktops are). It uses less resources and manages them appropriately.

Also, if you rent a server to host your gameservers, like I do, then you get the benefits of the connection to the internet that is way better than the one you have at home. That is one reason why sine rents servers from luke-jr. Lightfoot hosting is very professionally run. I used to be a customer, but i decided that I wanted to directly rent my own servers and set them up for armagetron. The nice thing about Lightfoot hosting, is luke does all the geeky baloney to setup your server binary, etc. You just have to setup your own config files.

And Gene does geeky baloney for me. The downside to having someone else do all the geeky baloney for you is the situation we have now of a massive glut of servers, many redundant and clan-oriented (lamented this before: the compulsion of any new clan to put up 6 new servers, all clones or minor variations of existing ones, for their different "divisions" and just to say that they have them), that hardly anyone ever plays. Thus resulting in longer loading times for the server browser, and new, interesting, worthwhile servers getting buried and lost in the clutter.
