How do i make my chatbot use command/talk on its own?
people on servers lately have had their chatbot up and the chatbot is still using chat commands on its own. how do i do this!!!

How do you know the people have really walked away and the chats are automated? You sure they're not just sitting in chatbot mode and entering in chats themselves?
I mean, I'm sure there's some geeky way to do it with a script or something (of which I know nothing). But you describe it as though it's common and across several servers, which I haven't seen (not that I play several servers).

I use a macro to do it automatically for me. I'm pretty sure you're talking about obsi's friendly zone server. am I right?

Obsi is not using macros , he coded a bot (in c++ (I assume)).

Heh, yeah, another "what do I do with the source on Windows" thread is just what we need 
I haven't seen the effect, but it does sound like you can achieve it by creating an external macro that presses Return and the chat key right away after that. That way, you say something, but never leave chatbot mode.
