Definitely both, many players who play in the Ladle will not be able to participate in the League.

I'll write cfgs. What settings does you want? You know rubber, speed, accel of rim wall, accel of enemy wall...

Each time I try to put up a ladle server I end up searching hours for the config.

Well screw it, I did it enough times already. Put the config in a visible place..
