Rates maxed out. That goes for everyone on broadband.
Ping charity can be whatever you feel like giving. It won't affect your likelihood to slide, just the pvp part of the ping. 100 is fine nowadays.

Never really looked at these options so I don't know if it matters, but...

Isn't DEDICATED_FPS 40 by default anyway ? Try DEDICATED_FPS 70 and PING_CHARITY_SERVER 100 Those settings helped for me when i was running a server from my computer but tbh if it is from a computer, it will always have lag ! The Server Port? or Ping?

Minimum Port:4534
Maximum Port:4540
Ping Charity: 100
